Program description

Dear Applicants, 

The purpose of our program is to train highly qualified specialists, who meet the requirements of the international market in the field of public-private partnership project management at all stages of the project life cycle. 

For 6 years, the department successfully implemented a full-time training program, which served as the basis for the development of a distant-learning program. 

This master’s program is designed to provide students with unique professional skills, which will allow our graduates to be in high demand in the field of organization and management of public-private partnership projects.

Upon completion of the program, graduates will be able to

  • Identify socially significant problems of administrative-territorial units and find solutions to urgent tasks of authorities to provide public services on the basis of public infrastructure in the situation of budgetary constraints;
  • Initiate and organize the promotion of socially significant projects, attract and organize extra-budgetary funding as well as organize the effective interaction of public authorities, the private sector and funding organizations;
  • Evaluate budgetary, financial, and socio-economic efficiency and justify the optimal form of the PPP project implementation;
  • Identify project risks, and apply the principles of financial and legal structuring of PPP projects in various areas of public infrastructure, taking into account risks and changes in the management system.
  • Analyze the existing legal framework and develop proposals for developing the system of legislative regulation for PPP projects participants at the federal, regional and municipal levels.
  • Analyze the use of new tools for financing infrastructure projects based on PPP;

Fully formed competencies will allow the graduate to find a job:

  • In the departments of federal and regional executive authorities in charge of PPP issues;
  • In state-owned companies and development institutions; in private companies involved in PPP projects, special project companies (SEC);
  • In international, federal and regional PPP centers;
  • In financing organizations (including foreign ones) acting as investors/creditors of infrastructure projects, including on the principles of PPP;
  • In international consulting and law firms engaged in financial and legal support of infrastructure projects, including on the principles of PPP;
  • In npfs and funds investing in infrastructure;
  • In the departments of the Federal Antimonopoly Service regulating ppps, etc.
