The educational program “Public Administration and Municipal Management”, field of study “Public Property Management” is a new generation program that has been developed on the basis of the federal state educational standard of higher education. The program is aimed at training highly qualified professionals in the field of management, specializing in public and municipal property. The master’s degree program is aimed at developing the abilities and skills of finding creative solutions to management problems, taking into account the requirements of employers – federal and regional public authorities, local governments, state and municipal institutions and public sector organizations, state corporations and companies with state participation.
Reveals the place of public and municipal property in the system of property relations; features of the management system of state and municipal property.
Reveals the management mechanisms of state and municipal property objects; the practice of property management of state and municipal organizations.
Reveals the goals, principles and organization of business valuation; the system of information necessary for business valuation; the main approaches to business valuation.
Reveals the features of state property management in the Russian Federation; foreign experience in state property management; the role of anti-monopoly legislation in the activities of state-owned companies.
Reveals the essence and principles of corporate governance; the mechanism for implementing the principles of corporate governance; the role of corporate social responsibility in creating a positive image and business reputation of the company.
It allows students to form an integral system of knowledge on topical issues of taxation of organizations as well as to gain practical skills in assessing the impact of the tax component on entrepreneurial activity.
Alumni work in federal and regional public authorities, local self-government bodies, state and municipal institutions and public sector organizations, international organizations and international governing bodies, non-profit public organizations, consulting, analytical, scientific and educational organizations, commercial organizations, etc.
Graduate students have the opportunity to learn how to develop and put into practice comprehensive plans to improve the management system of state and municipal property; plan and organize the activities of property management and disposal bodies at all levels; evaluate the effectiveness of management, mechanisms of operational and strategic management of state and municipal property.
The program is a unique combination of theoretical and applied disciplines, and internships in federal, regional and local government bodies.
Training is based on innovative teaching methods: business and role-playing games, computer simulations, discussions, and conferences with the participation of outstanding scientists and practitioners. All this allows us to adapt the program to the specific goals of our graduate students.
Within the framework of the program, the latest concepts of property management are studied. Students learn how to organize all types of private partnerships and obtain skills in forming modern methods and approaches in the field of state and municipal property management at all levels of management.
