Program description

In modern state and municipal management,  project management is considered to be a highly effective tool for realizing large and unique tasks, including those representing public significance and having social effect. Projects in public administration involve a set of tasks aimed at solving problems and achieving goals, fulfillment of which is limited in time and is connected with the use of financial, material and labor resources.

Graduate students will receive theoretical and practical skills of project formation and implementation, setting and achieving goals and objectives in optimal terms and within the established budgets, practical skills in team education and methods of group work. Students will study methods, tools, and techniques that allow them to evaluate and form projects from the standpoint of the probability of achieving the goals, minimizing risks, structuring the tasks clearly, and assessing the budget effect.

Participation in scientific research projects, theory and mechanisms of modern state and municipal management.

General Professional Disciplines (PMM)

Evaluation of the efficiency and effectiveness of the activities of state and municipal government bodies, state and municipal finance management technologies.

A Block of Disciplines Reflecting the Specifics of the Direction

State Personnel Policy and Personnel Audit, Municipal Administration and Local Self-Government, Management of Social Infrastructure Development, Digital Transformation in the Public Sector.

Project Management

Project management in economic sectors, project management of socio-economic development of the region, strategic project portfolio management, project management technologies in the PMM system.

Project Management (electives)

Project development, project presentation, project team management, international and national project management standards, project management of regional market development, information technologies in project management, forecasting and planning in the public sector, control and audit of project activities, modeling of risks and projects, organizational support of projects.

Career

Upon completion of the program, alumni possess the knowledge of modern concepts in the field of project activities in the government and information systems, and have experience in using them to solve professional tasks, and be able to apply modern project management technologies in the PMM system in their professional activities. Finally, they obtain knowledge of modern foreign practices in the field of public administration.
