The Webometrics Ranking of World Universities is published by the Cybermetrics Research Group based in the National Research Council of Spain. The rating was initially published in 2004. Since then, it has been published twice a year, at the end of January and July.

Four indicators were used for compiling the ranking:
1. Presence (5%)  – size (number of pages) of the main web domain of the institution, including all subdomains.
2. Visibility (50%)  – number of external networks (subnets) connected to the institution’s web pages. The average value between the two sources (Majestic and Ahrefs) is used.
3. Openness (10%)  – number of quotations of 110 best authors of each university according to Google Scholar Citations.
4. Excellence (35%)  – SCImago database data are used (the number of articles among 10% most cited in each of the 26 scientific fields) over a five-year period (2013-2017).

The ranking encompasses over 30,000 universities from all over the world, including 1,096 higher education institutions in Russia. 12,000 universities are included in the published part of the rating.
