On July 25, 2024, Stanislav Prokofiev, Rector of the Financial University, Chairman of the Public Council at the Federal Tax Service of Russia, spoke at the plenary session of the conference of the Public Chamber of the Russian Federation dedicated to the 10th anniversary of the adoption of the Federal Law "On the Basics of Public Control in the Russian Federation".

Experts – members of public councils under federal executive authorities and representatives of the Public Chamber – discussed the improvement of domestic legislation on public control, issues of public control over the implementation of national projects and the achievement of national development goals, as well as international practice in this area.

The event was moderated by Deputy Secretary of the Public Chamber of the Russian Federation Vladislav Grib. In his welcoming speech, he noted that over the past years, public control has become an important social institution that helps solve citizens' problems and achieve significant results.

Special attention was paid to the formation of partnerships with the academic community and interaction with young people to develop a system of public control.

"Working with young people should be one of the top priorities today. Along with education and science, universities perform another important function – they form the worldview of young people. Their involvement in the implementation of public control is also very important in terms of forming a civic position, therefore, the development of a system of public control at the level of higher education institutions is becoming increasingly important," Stanislav Prokofiev said.

During his speech, Stanislav Prokofiev spoke about the University's key projects in this area: conducting sociological surveys on the quality of life in Russian cities and a joint competition with the Ministry of Finance of Russia, in which students and young professionals learn more about features of initiative budgeting and mechanisms of public control.

Stanislav Prokofiev also noted the key elements of the public control system as part of the Public Council under the Federal Tax Service of Russia, paying special attention to the importance of communication with citizens, coordinating the work of regional public councils and monitoring feedback. Summing up, Stanislav Prokofiev once again emphasized the significant role of the law on the foundations of public control in the development and formation of civil society in the country.

Olga Timofeeva, Chairwoman of the State Duma Committee on the Development of Civil Society, Issues of Public and Religious Associations, Alexander Terentyev, Deputy Chair of the Federation Council Committee on Regulations and Organization of Parliamentary Activities, Elena Tsunaeva, First Deputy Chairwoman of the State Duma Committee on Labor, Social Policy and Veterans Affairs, Deputy Head of the Office of the Commissioner for Human Rights, also took part in the discussion Natalia Sloiussar, General Director of the VCIOM Foundation Konstantin Abramov. In their speeches, the experts drew attention to the need for constructive and effective dialogue and increasing citizens' trust in the authorities.

The conference plenary session concluded with an award ceremony for participants for their long-term contribution to the development of public control in the Russian Federation.
