On June 7, 2024, on the sidelines of the XXVII St. Petersburg International Economic Forum, FinU and BARS Group companies signed a roadmap for conducting an experiment on introducing the skills of the "Electronic Budget" simulator into educational activities as part of the cooperation agreement concluded earlier this year.

The ceremony was attended by Stanislav Prokofiev, Rector of the FinU, and Timur Akhmerov, CEO of BARS Group JSC.

The roadmap was created for the gradual implementation of the agreement on cooperation in joint projects and activities in education and expert analysis. According to the document, work will be organized, first of all, aimed at creation of an electronic "simulator" for work with the electronic budget information system to increase qualifications and experience in the field of public financial management. The simulator will make it possible to gain the necessary knowledge and experience of financial management systems in conditions close to the real ones.

"Today we have taken another important step in the development of our partnership and signed a roadmap for the introduction of a new digital simulator of the main information system for public financial management "Electronic Budget" into the educational process. This will allow our students to gain practical experience in working with a system that supports all budgetary processes and to develop professional competencies necessary for effective work in the field of public finance management. It will also contribute to the development of professional development programs for public finance managers," said Stanislav Prokofiev, Rector of the FinU.

"The phased implementation of the concluded agreement on the basis of the roadmap contributes to the improvement of the qualification level of civil servants by obtaining practical and methodological knowledge of the real structure and processes of public finance management in our country," said Timur Akhmerov, General Director of BARS Group JSC.

As part of the cooperation between the FinU and BARS Group, continuing education programs will be developed and approved, software will be made, and comfortable conditions will be created for the educational and methodological support of students and faculty in order to implement vocational training programs.
