On May 17-18, 2024, the All-Russian seminar-meeting "Social Order. Results", organized by the Ministry of Finance of the Russian Federation. Since 2022, the event has been held annually and is one of the key events in the social activity in Russia.

This year, more than 150 people from 38 regions of the country took part in the seminar-meeting: heads of federal authorities, representatives of development institutions, public organizations and leading universities. FinU was represented at the event by the Vice-Rector for Scientific Work Svetlana Solyannikova, who spoke at the plenary session and became an expert of the section "Employment of the population", as well as the Head of the Department of Sociology Alexander Tyurikov and the Head of the Department of Marketing and Sports Business Ilya Solntsev, who took part in the work of the branch sections "Social Services" and "Physical Culture".

For two days, the participants of the seminar-meeting discussed the results of the implementation of a three-year pilot project, as part of which non-governmental organizations received the right to provide social services to the population at the expense of budgetary funds, as well as tools for assessing socio-economic effects and methods of collecting feedback in the provision of budgetary services.

Deputy Minister of Finance of the Russian Federation Alexey Lavrov, who moderated the plenary session, stressed,

"Everyone involved in the social order notes the obvious positive results from the mechanism implementation. So you need to keep using it. During the testing, it was possible to understand the weaknesses of the mechanism and identify ways to further improve it."

In turn, Deputy Head of the Federal Treasury Alexander Albychev said,

"Our next offer is the state market of services. We want to ensure that service providers and recipients are on one single digital platform and interact online. For example, a representative of an organization can come to a pensioner, and his arrival can be paid with a certificate online and confirm receipt of the service by evaluating it."

The Federal Treasury is already implementing electronic certificates in a number of pilot regions.

"In the professional community, there is such an approach to assessing social effects as the reaction of consumers and providers of social services. Existing developments and approaches already make it possible to measure this reaction by qualitative parameters," Svetlana Solyannikova noted in her speech.

During the event, the experts reviewed the results of a large-scale sociological study "Effectiveness of State (municipal) Services’ Implementation in the Social Sphere", which in February-April 2024 was conducted by the FinU together with the Ministry of Finance of the Russian Federation, the FRI of the Ministry of Finance of the Russian Federation and the Our Future Foundation in 37 regions of the country.

"The data of the conducted mass questionnaire survey record a high level of satisfaction of the population with the social services received – on average, for all services and in all regions, this level is at 4.54 points on a 5-point scale," Svetlana Solyannikova commented on the monitoring results.

Following the results of the two-day discussion, the participants of the All-Russian seminar-meeting "Social Order. Results" came to the conclusion about the effectiveness of the social order mechanism and the need to recommend its further use on an ongoing basis.
