Stanislav Prokofiev, Rector of the FinU, took part in an expert discussion at the round table "Competitive Allocation of Budget Funds: a Scale of Growth. Subsidies, Social Order, PPP", which was held at the National Research University Higher School of Economics.

The event was moderated by Alexey Lavrov, Deputy Minister of Finance of the Russian Federation, Head of the Department of Financial Management in Public Sector at the Higher School of Economics. Key issues included discussion of mechanisms for distributing subsidies to legal entities, improving the quality of services provided to the public within the framework of the implementation of the Federal Law on Social Ordering, as well as expanding the practice of PPP in the social sphere.

During his speech, Stanislav Prokofiev presented the results of a large-scale sociological study "Effectiveness of the Implementation of State (Municipal) Services in the Social Sphere", which in February-April 2024 was conducted by the FinU with the support of the Ministry of Finance of the Russian Federation in 34 regions of the country. 44301 people took part in a quantitative online questionnaire survey of consumers of tested services.

"We had two tasks: to assess the level of satisfaction of the population with the quality of public services provided and to identify points where something needs to be improved. According to the first results of the study, the highest average satisfaction score was obtained for social services of the population – 4.64 points; the lowest – for palliative care – 4.38 points. It is gratifying that, in general, the population is satisfied with the quality of the services provided and is ready to give an excellent rating," Stanislav Prokofiev said.

The Rector of the FinU also noted the importance of promoting the expansion of PPP mechanisms,

"Only as part of PPP it is possible to ensure the development of competition in the provision of services in the social sphere, which will increase incentives for public institutions in the "fight for consumers", and this will subsequently have a positive impact on the quality and accessibility of services provided and increase the efficiency of budget expenditures. And the results of a quantitative online survey of non-governmental organizations conducted by the FinU as part of a social study, which includes more than 2,500 organizations from 34 constituent entities of the Russian Federation, confirm the general satisfaction of business representatives providing state (municipal) social services with support measures implemented by authorities as part of a social order."

Concluding the event, Alexey Lavrov thanked the experts for a productive discussion and stressed the need for further development and improvement of competition mechanisms in the allocation of public finances.
