On May 19-20, 2023, the Department of Industry Markets of the Financial University under the Government of the Russian Federation represented by the Head of the Department of Industry Markets of the Faculty of Economics and Business – Doctor of Economics, Prof.Antonina Sharkova together with the Faculty of Law of the Financial University under the Government of the Russian Federation represented by the Dean – Doctor of Law, Professor, Honored Lawyer of the Russian Federation Gulnara Ruchkina the XI International Congress was held on the topic “New Meaning of Entrepreneurship Development: Model of Advance, Technology, Personnel” (further – Congress) in full-time format.
The information partners of the Congress were the Publishing and Trading Corporation “Dashkov and K”, the Scientific periodical electronic journal “Legal Almanac”, LLC INFRA-M Scientific and Publishing Center.
The Congress plenary session, which took place on May 19, 2023 in a face-to-face and remote format at the site of the Financial University under the Government (Kibalchicha str., 1/2, room 201) was attended by Russian and foreign scientists, faculty and graduate students of leading economic and law universities, experts of research centers, state and municipal authorities, as well as representatives of public organizations and mass media.
The Congress participants were addressed with a welcoming speech: Dmitry Sorokin, Head of the Department of State Energy Policy of the Ministry of Energy of the Russian Federation, State Adviser of the 3rd Class, Ekaterina Bezsmertnaya, PhD in Economics, Associate Professor, Dean of the Faculty of Economics and Business of the Financial University under the Government of the Russian Federation, Antonina Sharkova, Doctor of Economics, Professor, Head of the Department of Industry Markets of the Faculty of Economics and Business of the Financial University under the Government of the Russian Federation, Gulnara Ruchkina, Doctor of Law, Professor, Honored Lawyer of the Russian Federation, Dean of the Faculty of Law of the Financial University under the Government of the Russian Federation.
The moderator of the Congress plenary session was Irina Novoselova, Doctor of Economics, Associate Professor, Professor of the Department of Industrial Markets of the Faculty of Economics and Business.
The plenary session was presented by foreign guests: Stanko Bejatovic, Doctor of Law, Professor, President of the Serbian Association for Criminal Law and Practice with the report “Application of New Technologies in the Economic Crimes’ Investigation”, (Republika Srpska); Kubatbek Rakhimov, member of the Council of the Chamber of Commerce and Industry of the Kyrgyz Republic, Chairman of the CCI Committee on Industrial Policy, Export Promotion, Infrastructure and Logistics Development, International consultant of the Asian Development Bank with the report “Potential of Human Resources and Human Capital in the EAEU Member States”, (Republic of Kyrgyzstan).
During the event, issues related to the problems and prospects of implementing strategic directions concerning business ecosystems’ digital transformation, principles of sustainable development for creating economic growth, import substitution, ensuring energy security, increasing the competitiveness of Russian entrepreneurship, and creating a safe environment were raised.
The speaker of the plenary session, Dalerjon Khatamov, Head of the Risk Management and Internal Control Department of Federal Freight JSC, in his report spoke about risk management in entrepreneurship and the use of statistical risk assessment models. Natalia Lebedeva, PhD, Associate Professor of the Department of Industrial Markets of the Faculty of Economics and Business, Head of the Subcommittee on the Human Capital Development of new skills in the fuel and energy complex of the Russian Union of Industrialists and Entrepreneurs outlined the role of human capital in ensuring the growth of the Russian industry export potential. Oleg Kalinsky, Doctor of Economics, Professor of the Department of Economics of the University of Science and Technology “MISiS” revealed the implementation specifics of the ESG agenda at Russian industrial enterprises, taking into account modern market conditions. Anton Smirnov, Director of the Department of Corporate Policy, PJSC Rosseti Moscow Region, touched upon financial management of an electric power company in modern conditions, taking into account practical aspects, challenges and tasks, which continued to be considered by Violetta Kiushkina, Head of the Department of Energy Security and Infrastructure of the Fuel and Energy Complex of the Russian Energy Agency of the Ministry of Energy of Russia with the report “Energy Security of Isolated and Hard-to-Reach territories of the Far East and the Arctic”. At the end of the plenary session, the floor was given to the information partner of the Congress, INFRA-M Publishing House, specifically to Anna Belova, head of publishing projects of INFRA-M on increasing the publication citation of educational organizations’ scientific and educational literature.
In general, the Congress participants discussed both general and private entrepreneurship issues, prospects for digitalization of entrepreneurial activity, business ecosystems in conditions of unfavorable external factors, ESG business transformation, the possibility of financial support for business entities during the sanctions regime.
The speakers identified breakthrough technologies being implemented in industries that allow for the advanced development of the economy.
When summing up the Congress results, the participants noted the high level of organization, expressed readiness to conduct joint research, wished to publish a collection of reports and monographs on the sections’ work results, and in the future, to hold the Congress at the same high level in 2024. In addition, after the work of the Congress student sections, prizes were distributed among the students.
