On April 18, 2023, the Institute of Regional Economics and Inter-Budgetary Relations held the I International Scientific and Practical Conference “Spatial Development of Russia: Transformation Challenges and Prospects”.

The Vice-Rector for Scientific Work S.P. Solyannikova addressed the conference participants with a welcoming speech. She noted the wide geography of the conference participants from Kaliningrad to the Kamchatka Territory and the relevance of the presented agenda for the regions of Russia and foreign countries.

The event brought together more than 100 people, including representatives of state authorities, business structures and scientific intelligentsia of Russia, Algeria, Argentina, Armenia and the United Arab Emirates.

The Rector of the FinU received welcoming addresses to the conference participants from the Federation Council of the Federal Assembly of the Russian Federation signed by the Deputy Chair of the Committee on Science, Education and Culture L.N. Skakovskaya and the Governor of the Kamchatka Territory V.V. Solodov.

The conference program included 3 blocks

1. Panel discussion. Moderator: Stroev Pavel Viktorovich, Director of the Institute of Regional Economics and Inter-Budgetary Relations of the Financial University under the Government of the Russian Federation, PhD in Economics.

The panel discussion included a comprehensive discussion of the Russian regional socio-economic problems and those of foreign foreign countries to overcome the new challenges facing the global economy. Many issues of the regional economy of Russia and foreign countries were covered, as well as the experience of foreign states in the integrated development of territories with a view to its possible adaptation in the Russian regional economies was made public.

During the panel discussion, opinions were expressed by

Kirill Dozhdikov, Head of the Department of Economic Development of the Lipetsk region, spoke about the main directions of the Lipetsk region industrial development for the next 5 years and shared his experience in improving the Lipetsk region socio-economic policy, in particular, a significant increase in the number of jobs created in the region and an increase in real wages of the population was noted.

Ivan Manaev, Deputy General Director for Investments, Director of the Investment Activity Department of the Tula Oblast Regional Development and Support Corporation JSC, noted the positive dynamics of interaction between the team of the Tula Region A.G. Dyumin Governor with investors in the region, especially in preferential zones under sanctions and rapidly changing market conditions.

Vladimir Boglaev, General Director of Cherepovets Foundry and Mechanical Plant JSC, noted the acute shortage of highly qualified personnel in Russian regions in mechanical engineering and gave some examples requiring timely decisions at the regional and federal levels.

Professor of the Kasdi Merbah University of Ourgla, Doctor of Economics, Professor of Bengrina Mohammed Hamza noted the similarity of the problems in the Algerian and Russian economic systems and also shared successful practices for solving such problems in the Algerian economy.

Alexander Popov, General Director of A.F. Popov Zarya JSC, presented to the conference participants his personal experience of doing business in the agriculture of the Tula region and noted possible growth points, as well as increasing risks in the machine-building industry under sanctions restrictions.

2. Strategic session “Regions of Russia and the World are New Points of Growth and Development under Structural Geo-Economic Changes.” Moderator: Zhukovsky Andrey Dmitrievich - Junior Researcher at the Institute of Regional Economics and Inter-Budgetary Relations of the Federal State Educational Institution of Higher Education “Financial University under the Government of the Russian Federation”, PhD in Economics. 

As part of the strategic session, presentations of regions with experience in attracting investments and developing territories of Russian regions and foreign countries, as well as subsequent exchange of experience, scientific and practical discussions and mutual recommendations were held by

1. Tula Region: Ivan Vladimirovich Manaev – Deputy General Director for Investments, Director of the Investment Department of JSC “Regional Development and Support Corporation of the Tula Region”, Tula, Russia.

2. Kaliningrad Region: Artem Igorevitch Ivanov – Deputy Minister of Economic Development, Industry and Trade of the Kaliningrad Region, Kaliningrad, Russia.

3 Lipetsk Region: Kirill Vladimirovich Dozhdikov - Head of the Economic Development Department of the Lipetsk Region, Lipetsk, Russia.

4. Penza Region: Sergey Mikhailovich Vasin – Vice-Rector for Research and Innovation of the Penza State University, Doctor of Economics, Professor, Penza, Russia. As part of the report, comparative features of the sectoral structure dynamics and Penza region innovative development in 2021-2022 were considered.

5. Argentina: Jose Marcelo Nunez, Statesman and politician, San Miguel, Argentina.

6. United Arab Emirates: Hismatullina Naila Vladimirovna, Legal Consultant of DrSarhan AlMuaini Law firm., Dubai, United Arab Emirates.

7. Republic of Armenia: Terzyan Harutyun Tigranovich, Senior Researcher at the Laboratory of Innovative and Institutional Research of the Armenian State University of Economics, PhD in Economics, Yerevan, Republic of Armenia.

3. Congress of domestic and foreign experts in regional economy and socio-economic development of territories. Moderator: Zhukovsky Andrey Dmitrievich - Junior Researcher at the Institute of Regional Economics and Inter-Budgetary Relations of the Federal State Educational Institution of Higher Education “Financial University under the Government of the Russian Federation”, PhD in Economics.

​Following the conference agenda, the following results were obtained

A set of new scientific and practical tasks facing the scientific community and the regions of Russia, requiring timely and effective solutions, has been formed.

The analysis of the current state of the Russian regional as well as of the global economy with the search for new development  points through a dialogue between scientists, business representatives and authorities is carried out.

The best practices of territorial development in Russia and foreign countries under the conditions of structural transformation of economic systems are revealed.
