On February 16, 2023, the grand opening of the Basic Department “Accounts Chamber of the Russian Federation. State Audit” took place at the FinU. The creation of the Basic Department was the first large joint project as part of the cooperation agreement concluded between the FinU and the Accounts Chamber.

The Department will become a reference platform for training personnel in state audit, a place of consolidation and dissemination of accumulated experience and best practices of the Accounts Chamber.

The participants and guests of the event – senators, deputies of the State Duma, auditors and representatives of the Accounts Chamber, as well as university students – were welcomed by the FinU Rector, Stanislav Prokofiev. In his speech, he stressed the importance of the Accounts Chamber as an institution with high authority.

“The Accounts Chamber is our strategic partner in the innovative educational programs development and implementation to train specialists and heads of control and accounting bodies. Today we are opening a new round of cooperation, and already since September 1, 2023, the specialized master’s degree program “Applied Technologies of Public Audit” will be launched on the basis of the Department. It is a great honor for us that the FinU has been chosen as a reference platform for the innovative educational programs’ development and implementation, the development of specialists and managers of control and accounting bodies and training in state audit. I am convinced that through joint efforts we will be able to achieve impressive results in the development of a new scientific school and the transformation of a public auditor as a job,” Stanislav Prokofiev said.

Galina Izotova, Acting Chairman of the Accounts Chamber of the Russian Federation, Head of the Basic Department of the Accounts Chamber of the Russian Federation addressed the ceremony participants with a welcoming speech. She stressed the importance of scientific and educational cooperation for the formation of a highly professional team of auditors in demand in various fields of business and public administration.

The Basic Department is based on a practice-oriented approach, special attention is paid to the organization of internships for students and the introduction of new digital tools for working with data, and the development of the educational platform of the Accounts Chamber. Author’s training courses will also be developed as part of the cooperation.

The interaction between the FinU and the Department will cover a range of areas, including personnel training, joint research work, implementation of innovative educational programs, professional skills’ development of the Accounts Chamber employees, as well as those of control and accounting bodies of subjects and municipalities.

Among the main goals of the Basic Department work, Galina Izotova highlighted the formation and development of human capital with high personal, managerial, professional and digital competencies that keep up with time and meet the needs of qualified state auditors.

The floor for greetings was also given to Deputy Head of the Treasury of Russia, Head of the Department “Financial Control and Treasury Affairs” Eli Isaev. In his speech, the speaker noted the importance of cooperation with the Accounts Chamber to train high-quality specialists who can manage finances and respond promptly to challenges. Eli Isaev expressed confidence that the interaction organization will contribute to the financial control and audit development.

The honorary guests of the Basic Department opening ceremony were Anatoly Artamonov, Chair of the Federation Council Committee on the Budget and Financial Markets, Dmitry Lameykin, Deputy Chairman of the State Duma Committee on Control, Sergey Ryabukhin, First Deputy Chair of the Federation Council Committee on the Budget and Financial Markets, Roman Artyukhin, Head of the Federal Treasury, Viktor Dvurechenskikh, Chairman of the Control and Accounts Chamber of Moscow. The experts noted the importance of young specialists’ practice-oriented training, and stressed the importance of the relationship between fundamental knowledge and practice.

In general, cooperation between the FinU and the Accounts Chamber will contribute to the scientific school development, as well as to the training of a new generation of state auditors and to the solution of the most important socio-economic tasks.
