On February 1, 2023, as part of the international scientific and methodological conference “Foresight of Education: Revival of Traditions vs Declared Innovation”, an open meeting of the methodological section on finance of the Federal Educational and Methodological Association of Higher Education at 38.00.00 “Economics and Management” was held under the leadership of Ekaterina Kameneva, FinU Vice-Rector for Educational and Methodological Work.

Irina Teleshova, Deputy Dean of the Faculty of Economics of Moscow State University, Academic Secretary of the Federal Educational and Methodological Association of Higher Education made a report “Approaches to the Federal State Educational Standard development in economics and management, challenges and possible solutions”. The layout of the new standards has been presented by the Ministry of Science and Higher Education, now there is a lot to do by the methodological sections of all federal educational and methodological associations in higher education to fill it. Innovations of the new standard:

  • the new Federal State Educational Standard is a single regulatory document for the enlarged groups of specialties and areas of training
  • there is no application with a list of recommended professional standards
  • there is another, fourth level of competencies, basic competencies with the characteristics of the enlarged groups of specialties and areas of training
  • the requirements for the training results for the general professional, universal and basic competencies are established
  • the possibility of obtaining several qualifications as part of one educational program has been announced.

Of course, the educational standards of the new generation will entail the reworking of all methodological documentation at universities.

Alla Factorovich, Deputy Director General of the ANO “National Agency for the Development of Qualifications” spoke about possible models for designing educational programs with multiple qualifications. Additional (professional) qualifications can be taken from the description of a specific qualification in the Register of Information on the Independent Assessment of Qualifications. Obtaining additional qualifications by students will improve the portfolio and reduce the threshold for successful professional adaptation.

Veronika Shubaeva, Vice-Rector for Educational and Methodological Work of St. Petersburg State University of Economics, presented the unique experience of implementing a project-based learning system at the University. St. Petersburg State University of Economics has formed a unique complex system of attracting labor market representatives to the academic disciplines’ implementation as a practical training, within which the university acts as a consulting center and performs real tasks on the order of specialized organizations. This system makes it possible to increase practice-orientation level of the main educational process, as well as to attract students to professional activity at early stages, as well as as part of the “educational project – practice – graduation thesis” model.

Diana Mashtakeeva, General Director of the Council for Professional Qualifications of the Financial Market, Member of the RSPP Board, spoke about the matching the labor market and the education system requirements, taking into account the Strategy for the Development of the Financial Market of the Russian Federation until 2030.

The meeting was attended by representatives of more than 50 universities of Russia, guests from Belarus.
