The Ministry of Finance of the Russian Federation and FinU, within the 220th anniversary celebration of the Ministry of Finance of the Russian Federation, on September 9, 2022, are holding a Youth conference “Public Finance and Financial Markets: Challenges of the Present and a Model of the Future”.

The purpose of the conference is to stimulate research activities and create conditions for the realization of creative abilities of students and postgraduates, young specialists of state financial bodies, increase their intellectual potential, promote professional growth, identify talented youth, as well as prepare proposals for the Ministry of Finance of the Russian Federation to improve the efficiency of public finance and federal property management.

The global trends of economic development in the 21st century and the new challenges facing Russia, on the one hand, indicate the need to expand the range of state solved tasks, on the other – to increase the level of society requirements to the validity of tax policy, directions and volumes of budget funds' use, availability and quality of state and municipal services, the effectiveness of the public authorities' activities and of budget expenditures. In this regard, the task to form a system of public finance management and regulation of financial markets adequate to modern challenges and expectations of society becomes urgent.

The state performs the functions of a regulator, an investor, an owner, and a guarantor of a decent standard of living for citizens under diverse risks and the impossibility of terminating this activity.  A lot of citizens' pension savings are managed by a state management company, which invests these funds in various state projects. The state is the largest owner: four of the five largest banks are affiliated with management companies and financial infrastructure. 

Such an activity  in the financial markets entails consequences: any action of the state, any decision taken affects the markets, but what is the goal and what is the strategy? Who should the state protect first of all: the issuer or the investor? Will there be a transformation of the state role in the financial markets? Digital ruble and digital financial assets: new threats or new opportunities for the state, business and citizens?

Are there reserves for the growth of tax revenues to the budget without a negative effect on entrepreneurial activity? How to ensure an increase in the efficiency of budget expenditures in changing conditions for the implementation of Russia's national development strategic goals? How should the "Finance-state-citizen" ecosystem develop during digital transformations of the economy and public administration? Participants of the Youth Conference will answer these and many other questions related to the role of public finance and the state in financial markets.

The conference program includes presentation to the Minister of Finance of the Russian Federation Anton Siluanov, students, postgraduates and young specialists selected based on the intellectual hackathon results, as well as a visit to the exhibition dedicated to the 220th anniversary of the Ministry of Finance The Russian Federation, located in the State Historical Museum.

Undergraduate, graduate and postgraduate students of the FinU, Lomonosov Moscow State University, Higher School of Economics, Plekhanov Russian University of Economics, RANEPA, Rostov State University of Economics, St. Petersburg State University of Economics are invited to participate in the conference.​
