On February 17, 2026, a solemn ceremony was held at the Faculty of Economics and Business of Financial University to mark the opening of the educational space of the Basic Department of the Ministry of Construction, Housing and Utilities of Russia.
Irek Faizullin, Minister of Construction, Housing and Utilities of the Russian Federation, expressed gratitude to the leadership of Financial University for fruitful cooperation and wished success to the new department in achieving its goals aimed at developing the industry and its human resources.
“The Basic Department of the Ministry of Construction, Housing and Utilities of Russia is opening on a special day — the Day of Russian Student Teams. Undoubtedly, the main goal of the university is to provide students with the necessary knowledge so they become in-demand specialists. Today, ministries and agencies are building new relationships with the education system by creating basic departments. These departments bring future specialists closer to real industry customers. By gaining fundamental knowledge at such a department, a student not only learns a profession but also grows as a person and professional,” said Irek Faizullin
Stanislav Prokofiev, Rector of Financial University, emphasized:
“The opening of the Basic Department of the Ministry of Construction at Financial University is an important event marking a new stage in our cooperation with the ministry. Together, we will combine the experience of practitioners with the potential of our scientists and educators. Our goal is to train precisely those specialists so needed by the industry today: proactive, creative, deeply knowledgeable not only in construction specifics but also in budget financing and state financial control. I am confident that the new educational space of the basic department, created with active participation of the Ministry of Construction, Housing and Utilities, will become a magnet for talented and motivated students.
The establishment of the Basic Department is a significant step toward building an effective system for training and professional development of specialists for the construction and housing-utilities sector. The department’s activities focus on implementing advanced training and professional retraining programs, organizing joint scientific and practical events, and integrating students into the professional community. Its opening will enable students to undergo practical training at institutions and leading enterprises under the Ministry of Construction’s jurisdiction, facilitating their successful employment.
The Basic Department will be headed by Vladimir Kalinkin, Director of the Federal Center for Standardization, Certification and Technical Assessment in Construction.
Financial University has a successful partnership with one of Russia’s leading construction universities — Kazan State University of Architecture and Civil Engineering. The jointly offered network master’s program “Economics and Management in Construction” is popular among bachelor graduates. The active involvement of representatives from the Ministry of Construction, Housing and Utilities and its subordinate organizations in further implementation will make the educational product even more sought-after.
During the ceremony, Stanislav Prokofiev, Rector of Financial University, and Georgiy Bigvava, Acting Director of the Federal Autonomous Institution “RosKapStroy,” signed a cooperation agreement on personnel training for the construction industry. The agreement envisages combining the expert potential of both parties: the university will contribute its competencies in economics, management, and information-analytical support, while RosKapStroy will bring specialized knowledge and practical experience in construction.
