On May 21, 2026, in Ashgabat, Turkmenistan, during the 44th Plenary Week of the Eurasian Group on Combating Money Laundering and Terrorist Financing (EAG), Stanislav Prokofiev, Rector of Financial University, participated in the 24th meeting of the Council of the International Network Institute for AML/CFT (INI). Opening the session, Yuri Chikhanchin, Director of Rosfinmonitoring, emphasized the importance of building a unified scientific and educational space in the anti-money laundering field. Key priorities include:
-
Harmonized approaches to professional training,
-
Integration of modern IT tools into curricula,
-
Continuous updates to educational programs in response to emerging financial risks,
-
Youth outreach initiatives aimed at preventing involvement in illicit financial schemes.
"Our work has always focused on supporting youth-led initiatives and projects that counter threats to financial security—including fraud. In 2024, we launched the International Movement for Financial Security, which now unites hundreds of thousands of young people and experts from dozens of countries. The digital platform 'Commonwealth' serves as the Movement's technological partner. Today, this resource is evolving into a full-fledged social network, while its virtual knowledge base continues to expand," noted Yuri Chikhanchin.
In her keynote address, Natalia Parshikova, Coordinator of the International Movement for Financial Security on behalf of the Russian Government and Deputy Head of the Secretariat of Deputy Prime Minister D.N. Chernyshenko, highlighted that financial risks are inherently global—and thus require universally recognized standards of financial conduct. She noted that the International Network Institute for AML/CFT plays a pivotal role in shaping these norms, notably through the International Olympiad in Financial Security, successfully held annually since 2021.
Financial University, in partnership with the Sretenskaya Theological Academy, with participation from Rosfinmonitoring and support from the Charitable Foundation “Christian Mercy”, is implementing the project "HERITAGE: Guiding the Future"—a cornerstone initiative of the International Movement for Financial Security.
In his presentation, Rector Stanislav Prokofiev shared key outcomes from the project's first year:
-
In 2025, the initiative engaged approximately 2,500 schoolchildren, including participants and children of military personnel involved in the Special Military Operation, as well as youth active in socially significant events and academic competitions.
-
Project activities focus on direct, in-person engagement with young people to foster:
-
Moral resilience and ethical decision-making,
-
Awareness of Russia's cultural and historical heritage,
-
Practical knowledge and skills in financial security and fraud prevention.
"In 2026, the project is expanding both geographically and in scale. Alongside Samara, Dzerzhinsk, Mikhailov, and the Luhansk and Donetsk People's Republics—which joined us last year—we are now adding Krasnoyarsk Krai, Yakutia, Vladimir, Ryazan, and Crimea. Most importantly, the project is going international, launching in the Republic of Belarus. We warmly invite other educational institutions to join us, and we are ready to co-develop both educational and character-building modules. Our priority is preserving and sharing spiritual, moral, and cultural values," emphasized Stanislav Prokofiev.
Rector Prokofiev also participated in the Presidium meeting of the International Movement for Financial Security, where participants discussed:
-
Strategic directions for the Movement's global development,
-
Expansion of its international framework,
-
Preparations for the next International Olympiad in Financial Security, scheduled for autumn 2026 in Krasnoyarsk.
