Taxes of the Future — Panel Discussion Shaping the Direction of the Tax System University News

n November 25, 2025, as part of the X International Financial University Forum "Russia: A Concept of the Future," a panel discussion titled "The Future of Taxes" was held in memory of the distinguished statesman Boris Fedorov. It is highly symbolic and critically important that the discussion on the modern tax system and tax administration, based on principles of transparency, fairness, and technological advancement, closely aligns with the development principles of tax policy actively promoted by Boris Fedorov.

The key topics of the discussion included balancing the stimulation of business with digital administration, ensuring fair tax conditions for all market participants, and exploring the prospects for tax policy development in the context of achieving national development goals. The speakers unanimously agreed that shaping tax relations is a crucial and necessary condition for the dynamic socio-economic development of our country.

The panel was moderated by Vadim Zasko, Dean of the Faculty of Taxes, Audit, and Business Analysis at the Financial University. He highlighted the significant contribution of the leadership and staff of the Federal Tax Service of Russia in building an effective and forward-looking tax administration system focused on constructive dialogue between businesses and tax authorities, ensuring the seamless resolution of all tax-related tasks.

Dmitry Satin, Deputy Head of the Federal Tax Service of Russia and a key speaker, noted that the future of the tax system is linked to proactive administration, which is actively developing through regimes such as the tax on professional income (self-employed), automated simplified tax system, and tax monitoring. The main advantages of these formats are simplicity for taxpayers, no reporting requirements, and reduced risks of tax audits. He emphasized that this high-tech, transparent architecture based on digital solutions and tax base tracking will define the future development of the tax system.

Anton Tkachev, First Deputy Chairman of the Committee on Information Policy, Information Technologies, and Communications of the State Duma, shared insights on legislative regulation and measures to stimulate the IT sector, emphasizing the essential role of digitalization and the creation of digital technologies for the socio-economic development of the country.

Kirill Nikitin, a member of the Public Council under the Federal Tax Service and a member of the General Council of the All-Russian Public Organization "Delovaya Rossiya", highlighted the issue of economic transparency. He emphasized that solely using tax measures — including recent efforts to lower VAT registration thresholds for small entrepreneurs — is insufficient to achieve full transparency. Nikitin stressed the need to develop mechanisms that provide tax incentives to encourage investment activity.

Vladimir Sasykov, Director of the Association of Tax Consultants, shared his opinion on the necessity of legally establishing a tax mediation process.

Congratulating the Federal Tax Service of Russia on its 35th anniversary, Vadim Zasko noted that tax authorities today serve as a benchmark and example in systematically organizing processes and managing the tasks assigned to them by the state.
