From March 11 to 14, 2026, the International Forum “Digital Beacon: Data-Driven Management” was held in Yuzhno-Sakhalinsk. The event gathered over 700 participants from Russia and other countries.
Andrei Zhukovsky, senior researcher at the Institute of Regional Economics and Interbudgetary Relations at the Financial University, was invited by the regional leadership of Sakhalin to speak at the session “New Cities: From Idea to Reality,” dedicated to digital master plans for new cities. He also participated in the roundtable discussion on “Creating a Department of Spatial Planning at Sakhalin State University.”
Attendees included leaders from the Ministry for the Development of the Russian Far East, the Ministry of Construction and Housing and Communal Services, the Ministry of Digital Development, Communications, and Mass Media, the Ministry of Economic Development of Russia, regional officials from the Far Eastern Federal District, and experts from various development institutions within Russia and abroad.
On the final day of the forum, a Q&A session was held with Sakhalin Governor Valery Limarenko. Following the session, Andrei Zhukovsky provided an expert comment for the MAX|Telegram channel of the regional head.
