From April 6 to 14, 2026, the Financial University under the Government of the Russian Federation and its Vladimir branch are hosting a training program within the framework of the professional retraining course “Labor Market and Employment Management,” implemented in cooperation with the Federal Service for Labor and Employment (Rostrud). The in-person stage includes 19 specialists in the field of labor and employment from the Republic of Burundi and Burkina Faso.
The program was launched on September 18, 2025. During the distance learning stage, participants completed four online modules and conducted field research in their home countries, collecting practical materials on labor supervision, employment, and labor market regulation. The in-person training in Russia is the final and most intensive stage, during which the accumulated data and observations are transformed into analytical conclusions and project proposals.
The official opening of the training took place at the Financial University. The Rector of the University, Stanislav E. Prokofiev, delivered an online welcoming address to the international participants, as did Pavel A. Shevtsov, Deputy Head of the Federal Agency for the Commonwealth of Independent States, Compatriots Living Abroad, and International Humanitarian Cooperation (Rossotrudnichestvo). The participants were also personally welcomed by Elena A. Didenko, Vice-Rector for Continuing Professional Education, and Anatoly S. Kislyakov, Director for International Cooperation. On behalf of the delegation, Seni Pama, Deputy Minister of Civil Service of Burkina Faso, expressed gratitude and delivered a response speech.
As part of the educational program, lectures were delivered by Valery A. Tsvetkov, Corresponding Member of the Russian Academy of Sciences and Head of the Department of Economic Theory, and Denis A. Degterev, Doctor of Political Sciences and Senior Research Fellow at the Institute for African Studies of the Russian Academy of Sciences.
The training program is being implemented across two cities. After the introductory session at the Financial University and Rostrud, participants continue their studies in Vladimir, where practical sessions and project workshops are held at the Vladimir branch of the Financial University. During visits to ZAO “Starodvorskie Kolbasy” and the State Labor Inspectorate of the Vladimir Region, participants become familiar with the practical application of Russian labor legislation.
A key component of the in-person stage is project work: each group of participants, under the guidance of moderators, develops concrete proposals to improve the labor and employment sector in their respective countries. The final project presentations will take place at the Vladimir branch of the Financial University.
In addition to the professional program, participants are offered a cultural component, including visits to Vladimir and Suzdal — cities of Russia’s Golden Ring — as well as the Armoury Chamber of the Moscow Kremlin.
The program will conclude with a formal ceremony awarding diplomas of professional retraining at the Financial University under the Government of the Russian Federation.
