Future of Management — New Ideas, Tools, Adaptability, and Flexibility

On November 25, 2025, as part of the X International Financial University Forum "Russia: A Concept of the Future," participants discussed innovations in public and municipal management during the panel discussion "The Future of Management." Experts focused on the potential of AI and predictive analytics in modeling and managing urban development and industry growth, as well as tools for implementing the concept of a proactive government that provides services through a "one-stop-shop" approach. They also explored new management models aimed at increasing the efficiency of government agencies.

The discussion was moderated by Svetlana Solyanikova, Vice-Rector for Scientific Work at the Financial University. She emphasized the importance of adopting innovative developments and management models to rapidly changing conditions, highlighting that "the future of management is about new ideas, tools, adaptability, and flexibility."

Valery Dzgoev, Executive Director of the All-Russian Competition for the Best Executive Body in Federal, Regional, and Municipal Government in the Field of Management Innovation and Head of the joint editorial team of "Budget" Information Agency, announced the creation of a network of innovation laboratories in public and municipal management across five Russian universities, including the Financial University. "These laboratories serve as platforms for interaction between government authorities, experts, and citizens, providing feedback to improve the management of the future," Dzgoev noted.

Speakers presented reports on completed projects, including: Vladislav Shilov, Head of the "Unified Register of Internet Advertising" project at Roskomnadzor; Elena Yakovleva, Head of the Budgetary and Financial Services Ecosystem at the Committee of Finance of the Leningrad Region; Yuri Kolesnikov, Deputy Director of the Department of Information Technology and Digital Development of the Khanty-Mansiysk Autonomous Okrug – Yugra, with the "Transport and Road Management Ecosystem" project; Adam Yunusov, Director of the Department of Financial Control, Municipal Monitoring, and Communications of the Grozny City Hall, with the "Parent Alliance: Collaborations of the Future" initiative; Yulia Komkova, Deputy Head of the Department of Finance of Moscow, with the "Financial Literacy Marathon"; Anton Sushkov, Senior Specialist at Rostransstandard, with a report on departmental control of local projects; and Maxim Sharonov, Director of the "Information Center" Municipal Autonomous Institution in Nizhnekamsk, also presented the project "Digital Nizhnekamsk."

During the panel discussion, the winners of the Second All-Russian Competition for the Best Executive Body in Federal, Regional, and Municipal Government in the Field of Management Innovation were awarded. In 2025, the competition received 210 applications from federal, regional, and municipal authorities across 50 regions of Russia. The top five projects were recognized as absolute winners:

·The Federal Service for Supervision of Communications, Information Technology, and Mass Media (Roskomnadzor) for the project "Unified Register of Internet Advertising"

·The Committee of Finance of the Leningrad Region for the project "Ecosystem of Budgetary and Financial Services"

·The Ministry of Digital Development and Communications of Perm Krai for the project "Digitalization Rating of Municipalities in Perm Krai"

·The Department of Information Technology and Digital Development of the Khanty-Mansiysk Autonomous Okrug – Yugra for the project "Transport and Road Management Ecosystem"

·The City Hall of Grozny for the project "Parent Alliance: Collaborations of the Future"

The winners received their diplomas from Stanislav Prokofiev, Rector of the Financial University, and Valery Dzgoev, the competition’s Executive Director. Stanislav Prokofiev emphasized the importance of a creative approach to public service, noting that nearly 500 innovative projects have been collected over two competitions, each representing a step toward transforming the system of public administration. He expressed gratitude to the organizers—the Center for Management Innovations of the "Budget" Information Agency and the Union for the Development of Public Finances—as well as personally to Valery Dzgoev for their fruitful work in advancing innovations in government management.
