Students' applications for transitioning from tuition-based education to education funded by the federal budget, regional budgets of the Russian Federation, local budgets, or at the expense of the Financial University’s own funds, including income-generating activities, voluntary donations, and targeted contributions from individuals and/or legal entities of Moscow divisions of the Financial University, are considered by the Commission for Transition of Students from Tuition-Based Education to Education Funded by Budget Allocations or at the Expense of the Financial University’s Own Funds, approved by order of the Financial University dated 02.10.2024 No. 2195/o.
Decisions on students’ transfer within branches of the Financial University are made by the respective branch commissions.
Transition from tuition-based education to education funded by budget allocations is carried out if there are available vacant budget places for the relevant educational program in the profession, specialty, study program, and form of study at the corresponding course (hereinafter referred to as "vacant budget places") or at the expense of the Financial University’s own funds.
The right to transition from tuition-based education to education funded by budget allocations or at the expense of the Financial University’s own funds is granted to students under a paid educational services agreement who do not have academic debts or disciplinary sanctions at the time of application submission, provided that one of the following conditions is met:
a) Passing midterm assessments in the last period of study (within courses prior to application) with grades "excellent" or "excellent" and "good" or "good";
b) Belonging to one of the following categories (excluding foreign citizens if not provided otherwise by international treaties of the Russian Federation):
- Orphans and children left without parental care, as well as persons from among orphans and children left without parental care;
- Citizens under twenty years old who have only one parent with a first group disability if their family’s per capita income is below the subsistence level established in the relevant subject of the Russian Federation;
- Women who gave birth during their studies;
- Children of persons participating or having participated in a special military operation in Ukraine, Donetsk People's Republic, Luhansk People's Republic, Zaporozhye region, and Kherson region (hereinafter referred to as "special military operation");
c) Students who lost one or both parents (legal representatives) or their sole parent (legal representative) during their studies.
d) Participants in a special military operation who do not have academic debts, disciplinary sanctions, or unpaid tuition fees at the time of application.
