Dear first-year students, If you register for the first time with the Russian migration and board authorities you should submit the documents listed below and the educational services agreement or a copy of the placement document of the Ministry of Education and Science of the Russian Federation.
The Financial University renders visa support and registers as migrants the international students who have entered the territory of the Russian Federation with a view to study. If your migration card has been filled in incorrectly, it is necessary to correct the errors immediately at the office of the border service that issued the card and endorse the corrections. Otherwise the migration card will be considered void.
From December 29, 2021, certain provisions of the Federal Law of July 1, 2021 No. 274 “On Amendments to the Federal Law “On the Legal Status of Foreign Citizens in the Russian Federation" and the Federal Law “On State Fingerprint Registration in the Russian Federation" come into force, which introduce new rules for foreign citizens and stateless persons (except citizens of Belarus) to undergo a medical examination, as well as to carry out activities for mandatory state fingerprint registration and photography.
The provisions of this Federal Law also provide for the responsibility of foreign citizens for evading the passage of these mandatory procedures - in relation to such citizens, the Ministry of International Affairs of the Russian Federation decides to reduce the period of temporary stay on the territory of the Russian Federation, after which the foreign citizen is obliged to leave the country within three days from the date of adoption such a decision.
Deadlines for these procedures:
Foreign citizens who arrived in the Russian Federation for purposes not related to the implementation of labor activities for a period exceeding 90 calendar days are required to undergo a medical examination, mandatory state fingerprint registration and photography within 90 calendar days from the date of entry.
Stages of passing the mandatory procedures:
The first stage is the passage of a medical examination in established medical organizations.
The second stage is the passage of mandatory state fingerprint registration and photographing with the presentation of medical documents confirming the passage of a medical examination.

If you leave the territory of the Russian Federation during the period beyond the student vacation period, you need to file an application at the Dean’s Office not later than 3 days before the departure date and indicate the purpose and dates of your absence. You should submit a copy of your application to the Financial University Visa Department (Leningradsky Prospekt, 49, room 415; tel. +7 (499) 943-95-82).
Twofold or multiple violation by a foreign national or by a stateless person of the provisions of any articles within the Code of Administrative Offenses during the 3-year period of stay on the territory of the Russian Federation, including the visa and local migration registration rules shall entail expulsion from the Russian Federation in accordance with Article 18.8.2 of the Code of Administrative Offenses of the Russian Federation. In order to comply with the rules, you should show up and turn to the visa support and migration service personnel at the Financial University within 2 working days.
In case of loss or damage done to the passport, migration card, visa or a notice, a foreign national should call the police station at the place of loss in order to obtain a certificate that will be a proof of loss and be the grounds for reissue of the lost documents. The certificate should be shown to the staff of the University Visa Department.
