On December 12, 2023, Stanislav Prokofiev, FinU Rector, Chairman of the Public Council at the Federal Tax Service of Russia, visited Moscow’s largest tax inspectorate for tax revenues – the Federal Tax Service of Russia No. 3 and personally checked how the constitutional rights of citizens to appeal to public authorities are being implemented. The event is timed to coincide with the 30th anniversary of the adoption of the Constitution of the Russian Federation.

“On Constitution Day, members of the Public Council under the Federal Tax Service of Russia meet with the leadership of district tax inspections, watch and discuss how citizens’ constitutional rights to receive information about the work of state bodies and communicate with them are being implemented,” Stanislav Prokofiev explained.

During the negotiations, the head of the inspection Dmitry Sidorov stressed that citizens actively use modern digital services when communicating with authorities, which allows them to quickly resolve all issues that arise.

The agenda of the event included work transformation of the district tax service and the development of new interaction forms with businesses and individuals. The parties paid special attention to training a new generation of specialists in taxation. Vadim Zasko, Dean of the Faculty of Taxes, Audit and Business Analysis of the FinU, stressed the importance of interaction with the Federal Tax Service authorities in order to share experiences, increase motivation and interest of young personnel and noted that the basic department of the Federal Tax Service of Russia created at the faculty could become a center for consolidating innovative practices.

During the visit, the FinU Rector also studied the inspection operating room and talked with employees. In conclusion, Stanislav Prokofiev invited representatives of the management of the FTS Inspectorate to visit the Tax Museum of the FinU.

​​​The Inspectorate of the Federal Tax Service No. 3 in Moscow administers the territory of Presnensky, Tversky and Arbatsky districts of Moscow. As of November 1, 2023, 22.8 thousand legal entities, 171.2 thousand individuals, and 6 thousand individual entrepreneurs are registered with the Inspection.

The Inspectorate occupies a leading position in terms of tax revenues to the budgets of the Russian Federation and extra-budgetary funds, providing more than 6% of total revenues from Inspections in Moscow (in 2022, the amount amounted to over 408 billion rubles).
