On September 22-23, 2022, the annual September international scientific and methodological conference “Education Foresight: Standards and Reliance on Quality”, organized by the International Association of Organizations of Financial and Economic Education and the Financial University under the Government of the Russian Federation, took place at the Lesnoye Ozero Resort.

The conference was attended by representatives of 14 universities (Belarusian State Economic University, Voronezh State University, Voronezh State University of Engineering Technology, State University of Management, Orenburg State University, Penza State University, Russian University of Transport (MIIT), St. Petersburg University, St. Petersburg State University of Economics, Saratov State University, North-Eastern Federal University, Siberian Federal University, Ural State University of Economics, Financial University under the Government of the Russian Federation), representatives of the Marketers’ Guild and the Institute for Research of Commodity Movement and Wholesale Market Conditions.

Geography of participants: Voronezh, Yekaterinburg, Krasnoyarsk, Minsk, Moscow, Orenburg, Penza, St. Petersburg, Saratov, Yakutsk.

On the first day of the conference, an extraordinary General Meeting of the International Association of Organizations of Financial and Economic Education members was held, where its Executive Director, Ekaterina Kameneva, took the initiative to create a digital educational platform based on the International Association of Organizations of Financial and Economic Education.

After that, an expert session “State Policy in Higher Education: Uncut” was held, moderated by Pavel Seleznev, First Deputy Dean of the Faculty of Social Sciences and Mass Communications, Professor of the Department of Political Science of the FinU.

The expert session was attended by:

  • Boris Chernyshov, Deputy Chairman of the State Duma of the Federal Assembly of the Russian Federation;

  • Mikhail Alekseev, Member of the Board of Trustees of the FinU;

  • Yulia Koryakina, Head of the Human Resources Management Department of the Pension Fund of the Russian Federation;

  • Tatiana Bibik, Deputy Director of  “Rosakkredagentstvo”.

The experts discussed issues of assessing the education quality, changes in state programs and national projects in education over the past year, requirements for specialists in the financial and economic sphere in modern conditions (soft or professional skills?), evaluation of online learning and distance learning technologies, patriotic education in higher education, etc. The experts’ speech caused a lively reaction from the public, who actively asked questions.

The end of the first conference day was a meeting of the methodological section on finance of the Federal Educational and Methodical Association of Higher Education “Economics and Management”. Natalia Kiseleva, Director of the PIRSO Center of the FinU, made a speech at the meeting with the study results on the topic “Hardskills VS. Softskills: Has the Market Changed its Mind?”. Then we discussed the topic of dual qualifications in educational programs with Natalia Sergeeva, Deputy Vice-Rector for Academic and Methodological Work, Head of the Department of Methodological Support of Educational Programs of the FinU. Ekaterina Kameneva, Executive Director of the International Association of Organizations of Financial and Economic Education and Vice-Rector for Academic and Methodological Work of the FinU, spoke about end-to-end digital technologies in the design of educational programs and summed up the results of the first day of the conference.

On the second day of the conference, open meetings of the committees of the International Association of Organizations of Financial and Economic Education “Accounting, Analysis and Audit”, “Marketing”, “Risk Analysis and Economic Security” were held. The Chairmen of the committees spoke at the meetings (Vladimir Barilenko, Professor of the Department of Business Analytics of the FinU Faculty of Taxes, Audit and Business Analysis; Svetlana Karpova, Professor of the Department of Logistics and Marketing, Head of the experimental laboratory “Neurotechnology in Management” of the FinU; Vladimir Avdiyskiy, Scientific Director of the Department of Economic Security and Risk Management of the Faculty of Economics and Business of the FinU), as well as representatives of the Committees of the member universities of the International Association of Organizations of Financial and Economic Education.

Traditionally, the issues of designing and implementing educational programs related with finances and economics, independent assessment of qualifications, preparation of professional standards in areas, building communications of Committee representatives taking into account digital solutions were discussed.

The final event of the conference was the World Cafe. The speech of Maria Solovieva, Head of the Department of Educational Programs of St. Petersburg State University on the effective internal quality education system formation caused a lively discussion. How to control the content quality of disciplines’ work programs in departments, how to effectively involve teachers in the process of designing educational programs and teaching documentation - the participants of the World Cafe tried to answer these questions.

Lilia Prikhodko, Head of the International Cooperation Department of the FinU, presented the key problems of international cooperation development at this stage. The problems of numbers in education were presented for discussion by Lyudmila Alexandrova, Deputy Director of the Institute of Online Education of the FinU. They discussed issues related to improving the education quality, the implementation of joint educational programs in modern conditions, the withdrawal from the Russian educational market of the international educational platform Coursera, the preparation, implementation and placement of online courses, etc., and also developed proposals for further cooperation of universities-members of the International Association of Organizations of Financial and Economic Education.
