Stanislav Prokofiev, FinU Rector, took part in the VI Moscow Financial Forum, which opened today in Moscow.

The key theme of the MFF-2022 is “Financial Sovereignty of Russia: Myth or Reality”. Leading experts in the field of finance and economics at 16 thematic sessions discuss the development of the Russian and world economy in the deglobalization era. ​

The plenary session of the VI Moscow Financial Forum was attended by the Prime Minister of Russia Mikhail Mishustin. “I am sure that a lot of ideas and proposals will be voiced at the forum today. My colleagues and I in the government will study them carefully. Both the most interesting and relevant ones will definitely be implemented in our plans,” the Prime Minister said in his speech. Also among the participants of the plenary session were Minister of Finance Anton Siluanov, Accounts Chamber Chairman Alexei Kudrin, Assistant to the President of the Russian Federation Maxim Oreshkin and Head of the Central Bank of the Russian Federation Elvira Nabiullina. The meeting was moderated by the Chairman of the State Duma Committee on Budget and Taxes Andrey Makarov.

As part of the business sessions of the VI Moscow Financial Forum, which cover the entire spectrum of financial policy issues, Head of the Federal Tax Service of Russia Daniil Egorov, Minister of Construction and Housing and Communal Services of the Russian Federation Irek Fayzullin and other representatives of federal and regional authorities, business, public organizations and associations, as well as experts in the field of economics and finance made speeches.

During the session “New State Financial SMART Control” of the VI Moscow Financial Forum, Stanislav Prokofiev, Rector of the FinU, said: “Currently, the digital platform “Electronic Smart Control (Controlling)” is being formed, that is a controlling system that will fully automate the process of collecting and consolidating information in any field of activity of the subject.”

In his speech Stanislav Prokofiev noted: “We see that the objective necessity now is to implement a new profession – a controller in the public sector as a specialist engaged in public service or professional activity in government organizations and having the competencies of information, analytical and methodological support and coordination of actions and procedures in the field of planning, budgeting, accounting and control in order to ensure the adoption and implementation of effective management solutions. FinU is actively working in this direction now. Our scientific community has developed for the first time a professional standard “Controlling Specialist (Controller)”, which is undergoing successful testing and implementation in educational activities. Also, FinU has created an organizational structure that provides training for qualified controllers: the flagship department “Financial Control and Treasury” operates, and the basic department of the Accounts Chamber of the Russian Federation “State Audit” is being formed.

Also, the expert discussion on the creation of a SMART control system was attended by the Minister of the Government of Moscow, Head of the Main Control Department of the City of Moscow Evgeny Danchikov, Deputy Minister of Industry and Trade of the Russian Federation Gulnaz Kadyrova, Deputy Head of the Presidential Control Directorate Valentin Letunovsky, Director of the Department of Budget Methodology and Public Sector Financial Reporting of the Ministry of Finance of the Russian Federation Sergey Romanov and the auditor of the Accounts Chamber Natalia Trunova. The moderator of the session “New State Financial SMART Control” was Deputy Head of the Federal Treasury Eli Isaev.​

The Moscow Financial Forum is a unique platform for professional discussion, where issues of economic policy, long-term sustainability of the country’s financial system and financial and economic regulation of the Russian Government are discussed. For the first time, the forum was held in Moscow in 2016 and laid the annual tradition of financiers’ meetings in September to discuss the most pressing problems and develop effective solutions for the Russian economy modernization. This year, the forum date coincided with the 220th anniversary of the Ministry of Finance of Russia. 

The event is organized by the Ministry of Finance of the Russian Federation and the Government of Moscow. In 2022, the FinU for the first time became the Youth Day site of the Moscow Financial Forum.
